Being Arrested. Help Plese Urgenty ...

I hope someone can advise.
My brother is not innocent lets say before i go any further. He is 21 and lives with me. We had a knock on the door from a police officer saying they have good CCTV evidence of him at Tesco. Basically they did not say much apart from we have evidence showing you were stealing at Tesco in August last year.
First of all can they arrest someone 6 months after the alleged offence? he never was stopped, arrested or knew anything about this until yesterday 6 months later.
He did tell me he did steal on 2 occassions in the past when he had no money but don't know which months they were in.
Even thou he have done wrong before but surely they can't arrest someone 6 months later?.
The police officer said reason for being lates is because of a backlog which i think is rubbish. Also all he said they have good evidence nothing else, he won't know until he go to police station next Monday.
Also he has been in Tesco several times since august, so i cant understand if they had cctv evidence from august showing that he was apparently stealing why would they let him back in the store etc time and time again after august. He was never stopped on any occassion or anything.
Can someone give some advice and help please? I know he has done wrong but he has turned his life around in past 4 months and i have helped him do that and dont want something like this putting back to where he used to be.

For more on marking an answer as the "Best Answer", please visit our FAQ.yes, the police can arrest him whenever they are ready. I should think red is right when she says perhaps they've just identified him. there's no reason the store would ban him (yet) until he's been identified.
when he goes in for his interview he will see whatever evidence they have. I would suggest he gets legal advice and has someone with him to the interview.

But surely the shop would have done something when he re-entered several times since august, i mean it does not add up that if they suspected him of theft. Even thou at the moment there is nothing to say he was actually seen stealing why leave him shop around everytime he visited since august last year?.
What is more confusing is the store it was alleged he stole from only has two cameras one on the door and another on the alcohol isle. He said he never gone down alcohol isle and that he obviously would not steal where the camera is by the door. If that the case there is no CCTV evidence showing him stealing.
To be honest he only got arrested over petty things in the past and most times got off and there was no evidence in the past.
The police do like harrasing him and am concerned they are trying to trick him somehow.
