my 10yr old son recently stayed the night at his friend house,the day after ma son came home upset his friend tried to strangle him and he had the marks round his neck,my partner went round to see this lads dad who said he will deal with it,a few days later wen ma son came out of school he was upset as this so called friend had tried it again.we went to see the head mistress who told usit had been dealt with in school,ma patrner has said if it happens again he will have this lad charged can we do that as this boy is only 11.

The lad in question is over the age of 10 (which is the age of criminal responsibility), so the answer is yes.
Though presumably a member of the public can't have anyone "charged". You could report it to the police but only the authorities can decide to charge him.
