a friend of ours has sky tv and refuses to pay hes tv license stating that he pays a subscription to sky which covers he license - the licensing office have never chased him for payment - can this be right?

No it is not right. They are two totally different items. He needs a license to give him the right to receive any broadcasts and then he pays SKY for the right to view their broadcasts. They will catch up with him.
Even quicker if you were to mention it to the necessary Authority.
