do ballifs have to accept your offer of a payment plan for the debt ? why do they add charges daily even tho they are not actualy doing anything? do i have to pay the extra charges?

imagine it like a library fine - that goes up everyday yet the library arent sending you letters or visiting you demanding the book back everyday

It shouldn't be daily. I think that is scare tactics. Ask for a copy of what they are charging you for.
