can the person who has appointed himself administrator of his late mothers estate buy her house at a greatly reduced price for himself. there are two other beneficiaries

No, absolutely not. A) he is in a position of conflict and b) this is in breach of the self dealing rule.

The administrator is under a duty to obtain the best price for any asset for the benefit of the estate. Seek legal advice.
