Definition of Creditor Harrassment

I am currently on a DMP arranged through the CCCS but one of my creditors continues to telephone me at least twice a week (including weekends and bank holidays) and leave messages on my answerphone. As I have no desire to engage in protracted conversations with Mumbai Nationals who go round and round in circles and agree stuff which the next person to call me knows nothing about, I am no longer answering or responding to their telephone calls.
I have been told that if the phone calls exceed a certain level then this classes as harrassment and I can legitimately refuse to continue to pay towards the debt.
This sounds a little too good to be true to me. Can anyone out there please either confirm or otherwise?
