parking problem - school bus

I live in a narrow crescent which has cars parked on either side . In addition to having an illegal garage (run from a guys back garden) with 5 or 6 cars regularly parked up, there is now a school bus regularly parked here too. The guy parks in the most ridiculous places, usually on the bend which makes it a blind spot, and my car has already been side swiped once by someone coming round too fast . I have phoned the school to ask why this bus is parked down here almost every night and even at weekends too, and the woman was very rude and said it was not illegal, so basically I should shut up. Can anyone tell me A) is there anything I can do about this and B) how do I get the Council( L.B.Lewisham) to do something about these problems without having to give my name and address and getting a brick thru my window for my trouble ?
