Is my understanding correct that evidence of an insurance policy is excluded from use in the English courts?

If you mean, can I insure against a fine for a crime, then the answer is no.

if you mean can I produce an insurance policy to rebut a charge that I am driving an uninsured car, then the answer is yes.

if you mean can you insure against the costs of hiring lawyers to fight various actions, the answer is yes. Doctors, lawyers architects do it all the time using things called private indemnity unions.
