Does anyone know if it's possible access details of criminal records on any UK citizen, or is this confidential information?

No it is not possible,or legal unless you are a serving police officer with good reason to access the records of that individual.
As Daffy states, such information is regarded as highly confidential. Even police officers need a good reason to check on criminal records. All searches on the Police National Computer are recorded and subject to audit. There was one case in the newspapers where a police sergeant used the PNC to check on whether his daughter's boyfriend had a criminal record. The auditors spotted the unauthorised data access, resulting in his dismissal from the force, appearance before a court and imprisonment.

CRB checks are covered by their own regulations and laws.The person applying for the check on an individual has to prove they are entitled to that information as an employer and has to have the permission of the individual who they wish to check.
