Is there any law on tenants littering your garden?!

Hi all, there has been on going neighbour disputes for over 2 years now which has stemmed from a racial harassment incident which went to court....Anyway we've been through anti-social behaviour, intimidation etc

There have been children (over the age of 10) involved in this too who have in the past thrown food, litter etc in our back garden. It has now started up again without any provocation from us and we want to know what or if there are any laws on this as our housing association is useless!!!!!

Any advice or info would be very much appreciated, thank you.
