dispute wth sis about seatbelts, taxis an kids

my sis wants me to cancel something in order to give her a lift somewhere...i have told her to get a taxi as its not far.
she says she cant because according to her you are not allowed to use a car seat in a taxi!!
she said its because they dont want the responsibity - i said well better than having an unretsrained child in the back surey - she then said shed put the baby in her own belt on her knee - thats the way they say it has to be...
firstly i dont believe they wont allow seats - i have seen them myself...but has anyone else experienced this?
also she says she was told that they prefer them to have the child on the knee with the belt over both - surely this is ridiculous - that is unbelievably dangerous! even with a fairly gentle emergency stop the child would be crushed with the weight of the mother!!
are there any laws,rules etc regarding this issue? ( i will put this in motoring or law too, but figured more parents in this bit)

Yes this is true. I work for a local council transport service, a child/baby can be carried in a licenced taxi/minibus without any restraint being required by law- which beggars belief really !! But if you insist on using your carseat the taxi should oblige. What parent would want to transport a baby/child without a suitable restraint - not many hopefully !!
lol ummm...yes proabably...she is also quite clueless with common sense sometimes, so can absolutely believe she thinks this is true...she claimed shed read it loads on mothercare sites etc...she has since this post admitted she may have got this mixed up - so much new stuff to learn etc...i just told her to think about what i was saying, imagine the scenario if necessary...an think for yourself...

Sounds lke a sefish little b1tch to me. It's up tp the driver in the cab if he's happy to plumb in the seat otherwise she accepts what he says as per above. The other choice is shank's pony.
