Got a letter from collision Investigation Unit,Can someone suggest the further probable steps?

Hi,
I am on Provisional License ,cleared theory and booked practical test for 11 Jan.
I got a letter under heading Requirement to provide name and address of Driver,
This states driver has committed offence "Driving without due care and attention,failing to stop and failing to report a collision"
before one of junction of M60 which is motorway .

I am sure I did not collide with any body .
only thing I could recall one police car was behind in right lane .

I understand I am not supposed to drive on motorway even when person with valid license is accompany .
I was driving alone .My Non UK license is now not valid as I stayed more than 12 months in uk.

What is possibility to counter and what may be the max fine.
Can I plead not guilty?
Please help I should we clear this .

This letter states the incident of one week back before actual receipt of this letter.
This is the regualr way I follow to my work place ,the place and time are correct.
I was driving with approx speed of 65 moved from middle lane to left land and again on the slip road to M56 . After I entered M56 junction then only I realised one Police car was behind which moved straight on M60.
I understand due to my moves in short notice I have received this letter.
It is sure that I did not collide any where slight bruishing on motor way should not have gone un-noticed.
Can anybody let me know the procedure which will be followed further?
Should I call up the number mentioned on the letter to know what is my actual offence and if the matter can be resolved in clean manner?
I shall be driving my car only when If I clear practical test on 11 Jan.

You can't drive without L-plates (learner plates) and someone over the age of 21, holding a full licence for 2 years, with the required insurance on that vehicle (that insurance covering you on the policy) sat in the passenger seat. The "Requirement to provide name and address of Driver" is known as a producer which if you do not produce in 7 working days (unless specified otherwise) you will be prosecuted.

You seem to be disputing that you collided with a vehicle, not that you drove without L-plates, without proper supervision or on a motorway when not entitled. However when you reply to the 'producer' these potential offences will then come to light.
If convicted of driving without due care and attention, the offence carries a fine and between 3 and 9 penalty points.
If convicted of failing to stop after an accident, or failing to stop an accident, the offence carries a fine and between 3 and 10 penalty points.
Giving that you don't have a licence yet, and you are likely to end up with more than 6 penalty points, the licence is likely to be revoked. This is what happens to a new driver with a licence of less than 2 years old, let alone one that hasn't yet been obtained.
Sounds like you aren't going to be driving legally for a while yet.
