we would like to get planning to build a dwelling there but have been rejected once, so thought if we had a caravan there first to show that we need to be there to help him they may allow us to build in future.
Not a hope. Otherwise everyone would be at it.
Your ONLY opportunity is to get temporary planning consent for an agricultural occupancy - which you might get if you derive your living from working in farming, agriculture or forestry.
Depends! If you're not going to live in it you can site it there; you can live in it for not more than 28 days per year.

the 28 day temporary use specifically excludes caravans by the way, so you need planning permission to stay in the caravan, and it is very difficult to get permission for this kind of thing, specifically to avoid the precedent for a building to be erected in the future
