If a council house was sold to the tenant in 1987 and the sale included a covenant between the tenant and the council as to how the new owner i.e the former tenant would conduct him/herself and also included clauses as to maintenance of shared fences/boundaries etc. would that covenant cease to exist if the house was subsequently sold?

No, covenants generally pass with the land to the new owner. They "touch and concern the land" and pass to the new owner.

I agree with Barmaid,
If the covenant is to be removed it would take the agreement of the Council to do so(unlikely).
If not the Covenant will carry on being legal (and apply to the property) as long as the house stands.
