It's always nice to try and sort this sort of thing without to much unpleasantness after all you may be living next to them for many years to come so I would suggest the first thing to try is just have a talk to them before resorting to any thing to heavy, even though as I said in my first post if you don't like it it's got to come down

By the sound of it the time to get in touch with your soliciter has come, it seems to me your neighbour is being totally unreasonable in his actions. Have you been in touch with your local council and checked if he's got any permission for this work he's having done, the fact that you've not recieved anything asking if you have any objection to the work would point to the fact that he has not applied which could lead to action been taken against him from that side
