Work clothing in hot weather

I know somebody who works on the trains selling refreshments from a trolley. One day the air conditioning n his train broke down and it was very hot so he took his waistcoat off. A manager saw him without his waistcoat and started shouting at him and threatening him that he would be disciplined if he didn't wear the full uniform. Is there any law about clothing in hot weather that allows workers to discard jackets and waistcoats?

I agree with Old-Geezer that it is to do with terms and conditions, however the threat
of discipline is not worth worrying about as a good union rep will get it kicked out. No
problem.
Shops offices and railway premises act 1959 gave a minimum temperature not maximum.
This has been replaced by Health and Safety at Work Act , but even this does not give a maximum temperature.

no its not changed squarebear , found this out the other day when i was told about a shop that was that hot a girl had went to the plant room (basically where things are kept) to get a glass shelf it was that hot when she picked up the glass shelf it shattered into thousands of pieces , apparently the shop front is like a sauna at the movement http://www.out-law.com/page-5910
sorry should have added that if it is in terms and conditions of contract to wear a certain uniform then this must be abided by , if the manager has shouted at the customer assistant in from of passengers then i think he should speak to someone higher as this is not appropriate behaviour for a manager belittling anyone in front of customers
