USA visa query..Removal of DNA/Photo/Fingerprints from UK police database

If a innocent person was succesful in getting their DNA/photo/fingerprints removed from the UK police database would that person still have to declare that they were arrested on their ESTA form and therfore
make a personal visit to US embassy in London to get a full visa or could he/she
enter USA on Visa Waiver. In other words can one assume that no arrest ever took place and avoid applying for a full visa?
