Q: Why has this man felt he needed a judicial review of the police’s handling of the phone hacking claims?

A: As an ex-copper, this man knows that it would be a waste of time complaining to the police via the Independent Police Complaints Commission (IPCC).

Most people have to rely on the IPCC to investigate their complaints against the police – not being rich enough to cover the cost of a judicial review.
