Liability of Next of Kin

My ex-husband lives in Turkey but is still a British Citizen. He is currently very ill in hospital, and due to misunderstandings, cannot access his bank accounts. The British Embassy in Turkey has told my daughter that if he cannot pay the hospital bill, the Commonwealth Office in London can pursue his next of kin for the money. Is this true?
