Rant about overhead gantries...

Can can anyone please give me a simple explanation as to why from junction 5 clockwise on the M25 to Heathrow, the overhead gantries relating to speed limits of 40/50/60 mph etc. continue to be on when the traffic is almost stationary the whole way round?
Surely the so called experts who monitor the traffic-flow, would operate these on & off accordingly? As this section of the motorway is heavily populated with CCTV cameras.
It just drives me nuts, sitting under one of these signs with 60mph showing, when I'm stationary!!!
WHAT'S THE POINT? Logic & common sense just don't exist anymore.
So, just turn the B****y things off when not needed.

New Judge, they have put up gantries for variable speed limits around by junctions 1 to 3ish, but as yet they are not able to use them except for advisory speed warnings.
All the variable speed limit warning signs are painted over with grey paint.
I too sat stationary for two hours under an advisory 40 sign the other day.
Too often gantries and matrix signs show out of date information. I wonder why the traffic Wombles don't make themselves useful by telephoning control when they see wrong information.
A few days ago I was going under signs saying 'long delays junctions 3 to 1a', but I sailed up to the Dartford tolls and there was only one car at the barrier ahead of me.
