Are noisy exhausts legal in the uk?

I live in the UK near a police station and every time the member of police go past in his private car it makes our whole house and windows vibrate due to his exhaust.

Is this illegal?

Yes it very much does vibrate the house, baring in mind our house is an old coach house.

Although a subjective assessment, The MOT test manual does state that "a silencer in such a condition, or of such a type, that the noise emitted from the vehicle is clearly unreasonably above the level expected from a similar vehicle with a silencer in average condition" warrants a rejection.

if i were you i'd go into the police station and request a noise level test done as my friend got £60 fine and 3 points for his exhaust being too loud,
