Surely this is not really worth police time. Cant have given him anymore than a tenner more than he was owed surely? And if they did then its really the chip shops fault for not checking. Do you think maybe police want him for something else instead?

There are often people who try to do this by way of distracting and confusing staff into giving back more than they should in change.
Many a time when i ran the shops and even when i first started working saturday job there would be gangs of people trying this con.
Its rather clever and many staff have been caught out.
