letter sent to the court of human rights

I sent a letter to the court of human rights in Strasbourg with regards to the local council as I have been fighting them since 1995 regarding council tax benefit, I received the forms to put an application forward and I filled this in but have never received a reply from them, so I sent a letter in November and sent it recorded delivery but they have failed to respond to it so I have no idea whether my case is being investigated.
Does anybody know whether the court have an email address or telephone number and how long they normally take to investigate a complaint and get back in touch with the partitioner, i.e. myself?

the court will usually only deal with cases once every internal court possibility is exhausted, so you'd need to have gone through as far as the High Court first.

I contacted the Scottish Ombudsman prior to contacting the court of human rights and after contacting the court they sent me the forms to fill in as well as stickers which I had to attach to all the paperwork which I sent with the form once I had filled it in. I returned these to the court but to date I have heard nothing else from them. I knew all about me having to have exhausted every other means to resolve the case and my final application was to the court of human rights, hence the reason for my original question. I had hoped that somebody on the Answer Bank had used the court and they would have known how long it takes once they have all the paperwork in hand.
Thanks whickerman but the reference you suggested was exactly the same as the form which I received from the court which was a load of paperwork to read through and a lot of the pages referred to the questions on the form, i.e. explaining how they should be filled, but once again, many thanks for your help. John
