A friend of mine lives on a council estate where one of the properties is used as an estate office by the community. A redevelopment programme is in place on the estate and around 20 properties are empty while the work is being done.
My friend is the chairperson of the local residents association who use the property for discussions about the redevelopment programme with the local authority and amongst themselves. She has a key to the property which is furnished with basic kitchen necessities and a few tables and chairs.The property is owned by the local authority. No one lives at the property.
A Census form has arrived at the property (as well as the other unoccupied houses presumably). What is my friend to do with the Census form? Can she write on the envelope "no one at this address" and put it back in the mail?

I don't see how she can fill it in. The census assumes that the person filling it in lives in the property. She doesn't. Besides, if she began to fill it in, how much of it would be identical to what she fills in at her own home address on the estate? I can't see how it can be done and to be honest, I've got no idea how the local authority circumvent the problem as each residence has to be registered.
