Unfortunately I cannot find the scripts to their final episodes anywhere, and therefore am gloomily realising that I cannot pin the quotation down any further than that... Which is why I was hoping that someone might know for definite!
Ho hum! Thanks so much for replying, vehelpfulguy and carolegif! P'raps someone else will be able to chuck in the casting vote to tilt it one way or t'other!
According to an article I was directed to using Yahoo rather than Google, it was Alex Kingston. I'll try and put the link in.

THANK you! you're a star! The quotation SOUNDED like it must be Dr Who - but I'd been to the bbc.co.uk/cult website and it seemed rather that he'd said "Rose, you were fantastic. And you know what? So was I"...: and the forums about ER suggested that Carter had given a speech about how he'd grown up with the other characters (but no mention of the quote) - and now you've found the precise quote and proved that it was the THIRD and least counted of the choices which was correct. Thank you thank you thank you!!!!
