Ring them with your credit card handy and buy a copy of "Contacts". It has all the agencies and their details. You'll need to have some good photos taken by a professional. Don't do it if you think it's going to be in any way glamorous, 'cos it isn't! Lots of waiting around in the rain, called at 6am and used at 5pm, and very little chance of meeting the stars. But good luck anyway!
You shouldn't have to pay to be on any model agency's books. If they think you are good enough to take you on, they will get a percentage of your work fee.
I would doubt any agency that asks for a fee.
I've worked as an extra, usually because I know the Director or the Art Director. It very rarely pays well, but good luck.
try here - i have a couple of friends who've been cast as extras by using hiddenfaces, and it's fairly well advertised therefore i presume they're fairly reputable
