Childrens Program

Can someone tell me the name of the childrens program early 90s possibly late 80s it looked like a comic strip and each square on the comic strip would come to life I can only remember 2 things on the strip. There was a girl on rolleskates and she was naughty - she didn't speak. There was an artist with an artists palate and easel and he used to draw stuff - whilst humming - again he didn't speak. Its doing my head in as I keep humming the song he did but can't for the life of me remember what it was called
