I'm afraid I don't know the name of the music, but after Googling I discovered the music is written by Alan Hankshaw.

I hope this may help you find your answer.

If you mean the New Statesman with Rik Mayall playing Alan B'stard then the opening title music is by Mussorgsky and the piece is Promenade taken from Pictures at an Exhibition.

I hope someone else will confirm or correct this.

I often vary the music i listen to whilst reading the new statesman
