Flood Water In The House

Last week I was helpiing a friend who had 5 inches of water in her kitchen after the downpour of last Tuesday. Her home is rented and I was surprised that her landlord didn't have a pump to get the water out more quickly and stop it from getting to the rest of the ground floor. I was later informed that the landlord had looked to get a pump (this isn't the first flood) but was told that it is an offence to remove flood water from a property and then deposit said water onto the public highway! Surely this can't be right as I have seen the media reports where people are pushing flood water out of their front doors after rivers have burst etc. Definative answer anyone please?
