Why is it that Dave and UK Gold keep repeating the same shows over again such as Mock the Week, Red Dwarf, Alan Partridge, Have I Got News etc. but they don't show other programmes such as They Think it's All Over, Room 101 with Nick Hancock or Fantasy Football, and more?

I'd like to see Caroline Aherne as the delightful 'Mrs Merton' again. without streaming them etc..
I'd like to see mr.s merton again especially the one with Richard Whitley as guest [before he died obviously] I liked him, not sure he was as innocent as
he made out.

Because they've only got a finite amount of income from advertising and can't afford to pay for the transmission rights to show other programmes. With the rise of advertising on websites and social media sites (plus the general economic decline), the amount of money spent by advertisers on TV advertising has fallen dramatically and ALL commercial channels struggle to survive. (ITV1 has come close to bankruptcy several times as its income, in real terms, has fallen by around 90%).

Dave and Gold are part of UKTV, which is part-owned by the BBC. However, since the BBC doesn't make many of the programmes it shows, that doesn't necessarily give those channels an advantage when it comes to purchasing the rights to old BBC shows. (For example, the rights to show Room 101 will be held by Hat Trick Productions, not by the BBC).

Further, some programmes can't be repeated unless repeat fees are negotiated individually with everyone who has appeared in them. If, say, Nick Hancock no longer wanted to be associated with Room 101, the terms of his contract might permit him to prevent repeats being shown.

Yes, the answer is almost certainly contractual. The rights to the show may be owned by someone who won't or can't allow the programme to be shown here, or will but on such expensive terms that the broadcaster can't afford to pay the fees

I long for someone to refuse the rights to broadcast Dad's Army! Its been shown so many times it must be worn out by now surely :-)

Given your list of things they don't show, the second bit is probably most significant.
Is not the '4' franchise guilty of the very same thing with endles reruns of Friends, Scrubs, Dawsons Creek and all the other tripe they churned out in the 80s and 90s?
Bit naive to think they can show anything - they show what they've bought!

There are quite a few mrs. Merton sketches on you tube except the Richard
Whitley one. Is it because you're more famous when your dead and they can make more money?
