The BBC news changes to the local news ( in my case look north ) every half an hour in the morning. Then the local news woman starts with something like " it's going to be a windy day with showers, then the possibility of some heavy rain later ". OK no problems so far. Then she says "but more later". She then reads the news. Then again tells all of us what sort of weather we can look forward to for the rest of the day. Please oh ! please either read the weather then the news or the news then the weather. Not the weather twice EVERY HALF AN HOUR, EVERY DAY.

the assumption behind morning news especially is that people tune in and tune out, often for short periods, but that everyone wants to know what the weather is going to be; so they repeat it a lot. Not everyone is watching for hours on end.
People get up at different times. If there was only one weather forecast and that was at 6.30 a lot wouldn't know whether to carry an unberella or wear a sun hat.

I don't watch it for long. It's just that when the BBC switches over to the local station, Look North is only on for two or three minutes and she still has to tell us all about the weather twice and then we get a more in depth forecast when it's switched back to the main news.
It's the same on Radio 4; for example, at 6:30pm after the news the continuity person will give an introduction for the next programme and that is followed by a trailer for something else, and then the scheduled programme starts with the presenter for that giving just about the same info as the continuity announcer has already read out.
You're lucky that you get your own local news, here in East Anglia we often get stuck with London local news, which is very helpful!
