Unreasonable Service Charge Invoice

Hi, I'm a Freeholder, I've bought my house 3year ago, But the Council keep sending me the Service Charge invoices and Service Charge letters to ask for payment, Actually they have not provide any service to my house at all.

I've sent them an email to prove that I'm a Freeholder, And the Leasehold Officer has replied that, "Says"

(I can confirm that your property is freehold, however, you are liable to make some contribution towards the service charges.)

Please find listed below, the services that you are liable to contribute towards:

SERVICES
Estate Cleaning Management
Bulk Waste Management
Bulk Waste
Horticulture Management
Estate Repair and Maintenance Management
Housing Management Charge
Leasehold Managementcharges
Estate Cleaning

MAINTENANCE
Horticulture
Estate Repair and Maintenance.

As far as I know they have not done any Repair and Maintenance work to my property, And they have no right to do any work to my property, Because I’m the only landlord, My property is a House, Outside my house is pedestrians, It does not have Estate Cleaning or Bulk Waste, Is all fabrication.

They just wasting my time, What I need to do next and any professional advice I can get from?

I'd be gratefull to receive any advice. Thanks in advance

Are you disputing what they are charging for, or disputing the fact you need to pay at all, or both? I would have thought you need to contact the legal person who dealt with your house sale and find out if they (you) knew all this when you bought it

ps, most of the aboe dtuff sounds very much like it wouldn't be stuff done to your house specifically anyway, more the general vicinity (the estate?)

I/we own our own property but have to pay a service charge to the local authority. We live in a cul-de-sac, the charge is for cutting the grass and trimming the hedges which are part of the road. They also pick up litter. They also do other bits and bobs.
