I think the OP means the system whereby instead of social services supplying care, they give the disabled person money and they employ their own carers. I have never done it myself but professionally I have known people do it (I was an NHS community Occupational Therapist) and be very happy with the setup.

A family member is in hospitrsal and wants to go home.

You have an assessment to see what care you need. It's also means tested and covers about 70% of the bill.

When my Mum came out of hospital she received a letter from the council saying that they would pay for her care at home, how much it amounted to, I have no idea.

Just remembered, she also got attendance allowance, I think it was called that, of about £80 a week, paid to her directly.

In this area (don't know if different elsewhere), it's £13.40 an hour. No extra for bank holidays etc.
