It's technically illegal to save Youtube videos but everyone does it! The first step is to save the file onto your PC's hard drive. There are loads of programs and browser extensions which can do it but some work better than others. Yes it is possible to record You Tube Videos, and there are items of software which will enable one to do it. However, as pointed-out by Buenchico, it is in effect illegal.
Google owns YouTube and has the ability to track the computer to which a download has gone. However, whether it can track the actual location of the computer involved is still open to question.
