Cats Behaviour Chsnge

My kitty had always been a funny character but I know him very well as we spend a lot of time together.
Recently, since the change in weather, he has been really whiney. I have considered he might not be feeling well but he only meows when he is shut in the house.
His routine has always been the same. He goes out first thing then he is shut in whilst we are at work, solely because other cats come in the house and bully him. He then goes in and out as he pleases until around 10pm when he wants feeding again. The same every day.
We gave had him for 5 years, he is neutered and is a really scaredy cat. These last few weeks all he does is meow once we have shut him in, never whilst the cat flap is open and he has the freedom to choose. So that says to me there is nothing wrong with him medically.
Any suggestions on the behavioural change and hue to rectify the continual meowing? He's driving me crazy.
I've tried leaving him out longer but he still complains when he gets home

I think thats the temperature here as well. But our living room is south facing, so its sometimes cooler outside than it is in!
Is there a cooler room in the house that he could put in? What about a fan - but obviously prevent him from poking kis paws in it!
