In Carry on Spying, Kenneth Williams' character is told the funhouse is on the Street of A Thousand Artisans and says something like "I don't suppose it could be anything else" - why?

I assume it's a double entendre but what of?

Some of you have obviously not run the bar in a Rugby Club as i have.
^^ I used to know the entire 67 verse's of 'Eskimo Nell' off by heart.
Got me endless free pints!
So did I. Stood me in good favour when I joined the RAF.
The Rugby team used to buy me pints until they got me so pi88ed I stood on the bar and did Eskimo Nell. Of course I was too pi88ed to bother closing the bar either , sometimes they managed to keep it open till 3am.
