Weird Telephone Call From 'boiler Repair'

My phone rang at 8.15am this morning. It was a call from an unknown number. I actually decided to answer this to see who would be phoning so early.
The voice in a 'geezer' esque kind of way introduced himself as Steve phoning about my boiler. I had no idea what the call was about, as have no boiler issues. I kept trying to speak but he kept talking at me, saying he would speak to me later in the afternoon. When he finished talking, the voice started up again and it appeared to be a message on loop.
What concerned me though was that when the looped voice spoke this Steve read out my christian name. Usually if you get a PPI call or a marketing call they dont read out your christian name in a pre-recorded message.
Also, the content of the message just waffled on about the boiler. There was no number left for anyone to have called back on to potentially discuss their services and when I answered the call it appeared not to impact much on my phone credit. So that got me thinking, why would they call at all, they did not seem to be offering a product or a service, you could not physically speak to anyone and the unknown number did not even register in my phone's 'call log'. So why would they be calling me?
Please can anyone shed any light on this as it has me a bit concerned.
Btw, I am with Telephone Preference Service and am also aware you can post numbers on sites online that are nuisance calls.
