You need to find somebody who will make your ideal dress for you and as you have a good sum of money to spend this should be possible. Local newspaper may have dressmakers listed.
Or what about hiring a dress from a bridalwear stockist.

With that sum of money it will be easy to get one made for you, go to John Lewis (or similar) they have tons of fabrics to choose from as well as all the pattern books, you can expect to pay around �10 for the pattern. Or you could look in your favourite magazines for a dress you would like re-produced.
You're so lucky you're getting a prom, they were introduced to UK schools waaaay after I left. Have fun xx
