I Cloud On Mac

I want to set up i cloud, I've updated the software but when I follow the instructions to click on system preferences and the click on the i cloud icon I am thwarted because there isn't one. There is one that says mobile me but that suggests I have to pay for that service but it doesn't tell me what it does. Help! The reason I want i cloud is that I've recently bought an i pad so want to link it to my mac computer.
