Question About Accident That Just Occurred, Driver Would Not Stop Or Give Details

This is what just happened.
Driving along an industrial estate when I see a truck with a skip ahead waiting to come out and turn right (so across both lanes of traffic)
As I get closer he is looking at me the whole time and decideds he can make it and pulls out in front of me right when im near him, so I brake and try to turn but the metal part on the back of his t hits my right front drivers side, leaving a deep gorge along my car.
I Emergency stop straight away and beep my horn, there is no way he didn't hear the horn or the impact as I was scraping alongside him for a couple of seconds.
He didn't stop, so I got out and inspected the damage, there was no damage to the wheel or anything except the deep gash on the paintwork so I turned around and managed to catch up to him.
I overtook him by some traffic lights, put on my hazards and went into his lane and stopped at the lights even though they were green so he couldn't move.
After this he gets out and starts having a go at me, says he knows I hit him and that it was my fault and laughs at the damage saying its "not even worth reporting", he said a few choice words to add some flavour to the conversation and so I said to him "right well if your not going to co-operate, ill just take your insurance details and let them deal with it"
He refused saying he wont give me his name or details and covered his face when I tried to take a picture of him and I said ill call the police then and he jumped back into his truck and drove around my car very closely all the while shouting "do what you want I don't even care"
I managed to get some pictures of his truck registration.
I just wanted to see what people thought of what happened and would I get into trouble for overtaking cars waiting at the lights to stop him going any further as in my opinion if he had hit my wheel I could have gone into the oncoming traffic and he wouldn't have stopped at the scene..
I reported to the police and my insurance company (which charged me £20 for just reporting the accident even though im not claiming, can they even do that?)

There's nothing else you can do unless you had a witness. As for the £20 charge a) did you ask them why b) what does it say in your policy?

Was it your Insurance Co. who charged you £20 or your Insurance broker or agent .

Never heard of an Insurance Co.making a charge to someone notifying a claim. I would change my broker in the future.

Yeah my insurance company said there is a £20 admin fee for reporting an accident

The "Admin Fee" racket is becoming more and more prevalent with Companies - it started years ago of course with Solicitors, then the Banks jumped on the bandwagon, and the rest is history.

I tried it once as a customer, when sorting out a Company's error, but didn't get any joy.

Yes I phoned them saying im reporting an accident and im NOT claiming because I don't yet know if the other driver is insured and have to wait for the police to investigate and see if there is CCTV in the area and they said they have added £20 in admin charges for reporting an accident to my last 2 payments for this year (so yes I will change when it finishes if this is normal)

it is the law when you have had an accident that both drivers HAVE to produce insurance details (ie a copy of you insurance certificate,if its on line insurance only you print a copy off keep it in your glove box) if they fail to produce one its a police matter,call them they are probably not insured

You have done all you can,now let the insurance sort it. The police will be charging him with failing to stop and failing to provide insurance details.
I have never heard of a charge to report an accident either,what company are you with?

I was once involved in an accident that was very similar to yours. No witnesses, just me and the truck driver. He actually gave me his company name and phone number, but he was never in when I phoned. Eventually I gave up trying to get anything out of him. Without hard evidence, you don't stand much of a chance of getting any redress, I reckon.

Do not put off claiming, even if he is uninsured there is a compensation fund to cover claims from uninsured drivers you will not have to pay.

i can see why admiral are charging you (although i do not agree with it) they still have to do work, even if you are just reporting it

Ivor, this is the UK no-one has to carry Insurance Details, Driving Licence or any other Papers with them, if the Police require them at scene of an accident they will give you a 'Producer' which gives you seven days to take them to a Police Station of your choice.

Phone them back and complain - they do not have any charge for reporting any accident (although a claim may increase your premium, as with every other company).

Go back to the spot where the accident happened & check if CCTV are present on anyone's buildings that could have seen what happed, he left the accident area, he's at fault, return to the traffic lights, was there CCTV there that could witness you stopping? take a picture of the damage also see if you can seek out any witnesses. regards your Insurance Comp, depending how long you have left with them, tell them to put their Insurance where the Sun does not shine.

Well, the horse has now bolted but this is where dash cams come into their own. He pulled out into oncoming traffic, he is at fault. Similar thing happened to me once but luckily I had an independent witness to back me up. Best of luck, redsmith.
