Its an in joke obviously! like never having actually seeing Howard's mom.

Actually, you do see Howards mum...twice! Admittedly only short bursts.

One is where Raj is staying overnight and she cooks him a stupendous meal, you see her flitting in the kitchen in background. The other is Howard and Bernadette's wedding. When the camera pans out at the end of the episode and her veil train forms a love heart for Google earth you can see his mum sat way out on the right hand side.
