Phelan knew that Andy hates his guts and blames him for Michael's death.
He could have been winging it when he said that he knew it was Andy that bashed him on the bonce - lucky guess and Andy confirmed he was right

Re the Phelan/Vinny property scam. Either P&V owned the large building (looked like an old school or factory building) which was to be converted, in which case Phelan must still own his share and be able to pay people back; or they never owned it. In which case, why didn't the real owners wonder why there was a dirty great Portakabin parked outside their property with 'Flats for Sale' written all over it?!

There are lots of abandoned old buildings that the owners don't bother with. That is why some properties are used as squats for years.
