Why does this programme hardly ever IF ever give news/weather from Brighton to the West I.e. Portsmouth area.

For the same reason that viewers in Oxfordshire get "local" news involving the South Coast....that is, ITV's "local" service is hopeless/pointless/rubbish.
Also, strangely you may find different news/weather depending on if viewing in High Definition (103) or Standard definition (3).
Reminds me of my old grannie. She would only listen to the BBC weather as she said it was better weather than on ITV.
Where are Meridian based now? They knocked down thier studios in Southampton years ago.

I always wonder why we get the weather report for Oxford and other places on Meridian. Gave up on them a while back.
