The report is about accessing meta-data and not the texts which should be enough to make anyone stop reading it
So if you get the IP address wrong of a naughty person you collect terabytes of useless data from Mr and Mrs Innocent - this happened in 108 occasions and poor Mr Nick Lang had his kids taken into care ( for a week end)- and went public.
