The report is about accessing meta-data and not the texts which should be enough to make anyone stop reading it
So if you get the IP address wrong of a naughty person you collect terabytes of useless data from Mr and Mrs Innocent - this happened in 108 occasions and poor Mr Nick Lang had his kids taken into care ( for a week end)- and went public.
Others ( sort of like myself sort of) were able to convincingly show they were in another city so it had to have been someone else - and on checking Mr Plod says - "oh yeah it is actually - a number in 10 is wrong"
there are a few other things

There errors are to be found and discussed at around p 70 of the report if you can limp that far. The errors are related to transcription and transposition errors which would not have occurred if the officers had used copy and paste for URLs and IPs - dates were also transcribed wrongly, the american and british date system confused. GMT was also wrongly calculated from pacific time.

I am on about READING a report on interception and not just doing an 'automatic 3T blaaart' about it
On p 70 of the report ( which we have to access in order to read p70) we find comments like:

and this wehn we read it cannot possibly be - what was it? ....
