Zebra crossings were originally introduced in law by section 18 of the Road Traffic Act 1934.[3]
Although the origin of the name is disputed, it is generally attributed to British MP James Callaghan who, in 1948, visited the country's Transport Research Laboratory which was working on a new idea for safe pedestrian crossings. On being shown a black and white design, Callaghan is said to have remarked that it resembled a zebra. After isolated experiments, the zebra crossing was first used at 1,000 sites in the United Kingdom in 1949 in its original form of alternating strips of blue and yellow. They were introduced nationally in 1951.

A pelican crossing isn't black and white. According to Wikipedia, James Callaghan was behind the introduction of the zebra crossing, so it looks as if someone gave/accepted an incorrect answer.

Pelican crossings differ from zebra crossings in that the flow of traffic is controlled by traffic lights. Pedestrians waiting at a pelican crossing are able to press a button that changes the traffic lights to red after a timed delay.
Zebra crossings have two sets of flashing amber beacons (known as ‘Belisha beacons’ after the Liberal politician Leslie Hore-Belisha, who introduced them to crossings in 1934). They have an area of road between them that’s painted in black and white stripes. Drivers are legally obliged to give way to pedestrians waiting to cross, zebra crossings don’t have traffic lights but they do have a broken give-way line that you mustn’t cross when you stop.

looking up the fate of Hore Belisha is interesting
he was mini war in 1940 when the Brits got kicked out
didnt get on with Lord Gort who was the general who the germans kicked out
and Hore Belisha lost his job as a result of incompetence
but really because no one like The Jew !
interesting as a result of parallels of today

// Mally, can you flesh out the actual question please.//
as naughty naughty students in the seventies we formed teams to memorise section of MCQ exams ( with phenomenal return rates - lacking one stem of five in 50 questions, [99.6%]) Some questions defied analysis and we realised that ever such a small change in the question rendered a completely different stem 'correct' or even - none correct
Here, if mammal was used then Zebra is correct and if flappy thing then Pelican. 15 to 1 they allowed 15m time out for nit picking
