Lime Of Duty Series 3 Last Episode.

I have just watched series 3 again and the same thing puzzles me now as it did the first time.
After Steve has been arrested and the net is closing in on Dot Cotton - Hastings rings Dot at home and asks him to come in for questioning.
Dot arrives and gets out of the lift with two police - one of whom is armed with some sort of huge rifle thing - and the police take up position outside the interview room.
I'm wondering why they were there - heavily armed or indeed at all ? Hastings didn't request this as far as I know.
I've missed something along the way.

It’s the end of series 5 that has always puzzled me: the sudden switch from H to “4” - 4 dots being Morse code for H.
But if there is no connection between the two why mention Morse code?
And was the scene with the dying Cottan refilmed for the purpose?
