Was it Snagglepuss?
When I saw your question, my first thought was Mr Magoo - the little chap with the really thick spectacles! Not sure though!

Was it the Funky Phantom a ghost of someone around 1776 in the USA.....I remember it cos that phrase used to annoy me to bits when he said it.

From cartoonnetwork; Snagglepuss is an easy-going lion, forever on the run from big game hunters like Major Minor. Daws Butler created the voice for the feline, who made famous such catch-phrases as "Heavens to Murgatroyd!" and "Exit stage left." Snagglepuss premiered in January 1961 as part of The Yogi Bear Show. 32 episodes of the Hanna-Barbera show were produced. Kellogg's sponsored the syndicated series, which also included cartoons starring Yakky Doodle.

Had a look around on Google and it was Snagglepuss who said it. Also found that the guy who did the snagglepuss voice also did the the funky phantom voice along with gazillions more on the hanna barbera cartoons. Funky Phantoms nickname was Mudsy and was an almost carbon copy of the Scooby Doo set up. Maybe the voice actor slipped in a Heavens to Murgatroyd on the Funky Phantom to confuse us kids at the time ....knowing full well decades later his work would be discussed around the world!!!!!!!!!
Bluedolphin is right - the guy who did both voices was Daws Butler
It was also used by "mudsy" the revolutionary war ghost in HB's The Funky Phantom (1971)
