I think they must sign it, as teachers in military schools we had to sign it!

Folk don't need to sign the 1989 Official Secrets Act, they need only be notified the Act applies to them.
Seriously, the OSA doesn’t cover the sort of stuff Cummings has been ranting about

TCL it was a long time ago probably around 1979 that I signed it, when starting my job
In the Civil Service, there are always periodic requirements for individuals to confirm they have read various policies and legislation applicable to them.

I signed it in 1985, when I worked on a command and control system for the rozzers.

These days you just tick a box on the screen to confirm you have read it and will abide by it (in the civil service)
From the 1989 Act,

"Security and intelligence.

(1)A person who is or has been—

(a)a member of the security and intelligence services; or

(b)a person notified that he is subject to the provisions of this subsection,..."

I think we have to take with a pinch of salt everything Cummings says. He is not rational and is scatterguning his accusations. He is not disclosing any national secrets.
