the problem is that a high percentage of people are selfish thick morons, so the BBC reporting did kick them off. So we go from a few garages without fuel to most of them in a couple of days so Yes it is the BBC but mainly it's people creating the shortage by panicking.
I can't really see EU drivers rushing to work in the UK when there are just as many driver shortages on their side of the channel. But there doesn't seem to be any queueing or panic buying there for some reason.

The best two things that I have heard as to resolution - (i) the greedy leeches have taken all the product that they need now and (ii) if it becomes yet another crisis, get everyone to work from home again.
