Copyright Photo 60 Years Ago Does Not Make Sense?

My parents diamond wedding anniversary coming up next week as a surprise I conspired with my dad to take mums favourite photo out of her album and take it to a photo shop to get enlarged and put into a frame and put the original photo back into the album that was the plan. However the photo shop the only one in the place I live said they can't do it because of copyright law. The original photo is 60 years old the original photographer is dead the business no longer exists. A friend of mine thinks he couldn't be bothered doing this and used this as an excuse?

The length of copyright protection for photographs created in this period depends on whether or not they had been published as at 1 August 1989.
(A) PHOTOGRAPHS PUBLISHED BEFORE 1 AUGUST 1989
Where the photographer died more than 20 years before publication, copyright will expire 50
years after first publication. In all other cases, copyright will expire 70 years after the death
of the photographer."
